Need help coming up with a thesis title

Hello all,

I've just finished my research proposal for my MA thesis; basically, I'm going to argue that the late Roman army wasn't as big as modern scholars tend to suggest, and that the defence of the Roman Empire was hindered in this respect by a lack of efficiency in the Imperial government, which meant that Emperors often had difficulty mobilising the Empire's resources. The only thing that's giving me grief now is the title. So far the best I've come up with are "Bureaucratic inefficiency and the late Roman army" and "How large a military was the late Roman Empire able to support?", but I'm not hugely keen on either of them. Anybody got any suggestions?

I shall confess that I only completed my BA without any thesis, but my title would be Administrative Limit for the Late Roman Military
