Actually, Stuart left Lee with more cavalry than he took on his raid (Where he carried out Lee's orders to the letter), Lee sent one off raiding, kept one with him, the other two were watching the Army of the Potomac and senior brigade commander Beverly Robertson was criminally lax about rejoining Lee. Stuart made a couple of poor decisions during the raid, but the raid itself wasn't really the problem.
