The author you are thinking of is Barry Fell, a well known hyper-diffusionist. Fells claims of pre-Colombian contact were never accepted by mainstream scholars. The supposed old world scripts and symbols he found on stones are generally considered nothing more then glacial striations created naturally on the surfaces of the rock or deemed to be probable fakes.
When you look at actual images of the markings and compare them to the reproductions in Fell's books and other publications, it can be seen that he took a quite a bit of creative interpretations when reproducing the markings to make them appear more man made then how they actually appear.
