Why have 5 Flags of US rise at White house in inuagration 2013?
Hehe, i meant 5 flags  Why like that?

I didn't watch the swearing in, but from this photo it appears
those are just flags from different years in US history.
The one with the round stars is often called the "Betsy Ross" flag
and the other two look like they are from a period when we had
less than 50 states.

From the "Guide for Producers and Correspondents To the Inaugural Ceremonies and Capitol Hill Events" [PDF], on page 10: Quote: Five Flags of the West Front
Framed against a backdrop of red, white, and blue bunting, the West Front of the United States Capitol features five flags.
On either side are two earlier flags: the flag popularly known as the “Betsy Ross flag,” with stars arranged in a circle, appeared in the early 1790s; the next two flags towards the center are the flags the U.S. adopted when the President-elect's home state became part of the United States. The middle flag is the current flag of the United States representing the fifty states.
President Barack Obama’s home state of Illinois entered the Union on December 3, 1818 making it the 21st state to join the Union. Therefore, during the 2013 Inaugural Ceremonies the two flags towards the center will display 21 stars. | | |

Looking at other inauguration pictures, it looks like the Capitol has been decorated like this before. A quick search yielded similar flags (but not Illinois) on the Capitol for Bush41's inauguration.

The flags are representations of national unity throughout the various periods of US History.
I have no problem with displays of historic flags. Do you?
