Augustus' popularity

Did Augustus enjoy popular support during all his reign? How can we know how much is propaganda? Did his popularity among the plebs and the proles cost him the liking of the senate (which he conveniently reshaped after his own mind). Finally, would you say he was the most popular Roman Emperor?
