As for the greatest....maybe Elizabeth I of England who has been called the greatest king England ever had.

Ya Cleopatra was just an acneitn Diva. She just rolled with Caesar and Marc Anthony for their money and fame.

Cleopatra hooked up with Caesar to secure her throne and Egypt's independence. She hoped she could do the same with Antony but ultimately, she chose the wrong side. From what I've read, Cleopatra was a very good politician, highly intelligent and educated and a charismatic, competent leader.
I'm not sure I could put any one name to the title "greatest queen ever" though.

No. I think she was a very interesting person, but I don't think she was a particularly good queen. She set out to make Egypt an empire, but totally failed, and Egypt got taken over by Rome.
I think really great queens include Hatshepsut of Egypt,Isabella I of Spain, Elizabeth I of England, and Catherine the Great of Russia. I don't think Cleopatra can compare with any of them.
