The Worst Roman Emperor?

I have chosen these names based on a number of factors; some were tyrants, others were madmen, and some just wasted their lives and reigns. Who do you think was the worst?

Caius was a bloodthirsty madman who had a sexual obsession with his sister Drusilla.

Nero was a spoiled rich playboy with too much time on his hands who murdered his own mother and both of his wives.

Tiberius was melancholy and mean-spirited, spending much of his reign hiding from the world and letting Seianus take power in Rome.

Honorius was a weakling who had an incestuous relationship with his own sister and apparently cared more about his pet hen 'Roma' than the Mother City...

Domitian was everything Nero was and worse, and heralded in a fierce persecution of Christians.

Commodus was another Nero, wasting his time in the arena when he should have been finishing his father's job in Germania...

Maximinus Thrax, a brutal soldier-emperor who persecuted Christians, ushered in the era known as the Crisis of the Third Century.

Elagabalus was a bisexual priest of a Syrian fertility cult who allegedly practiced human sacrifice and dressed as a prostitute.

Constantinus I, the Great, was a tyrant who was not above executing members of his family; his conduct shaming the name of Christianity.

Valetinianus III was another weak-willed young 5th Century Emperor who stupidly killed the great general Aetius in a fit of jealous rage.

Tiberius, Domitian and Constantine I were all able administrators that left long lasting reforms; IMHO they shouldn't be in this list.

Any choice for such an undefined comparative like "worse" is necessarily subjective to a large extent.
If the question here were who was the most irrelevant, Elagabalus might well be my first choice from that list.
Now, if you ask who was responsible for more damage to the Empire, my selection would now probably be Maximinus.

I made the same mistake at first mistaking Constantinus I for Constantine.
I also have a little bit of admirtion for that o'l crumudeon Tiberius, mainly from the BBC I Claudius series.

Reforms with a lasting impact don't mean they can't be 'worst' in some way.

As previously stated, any choice is necessarily subjective to a large extent. That said, IMHO able administrators that introduced reforms with a lasting impact were rare enough for excluding them from this list.

Elagabulus is by far the most twisted of these Emperors. Not only incompetent, but a cancer as well.

Caligula, and Nero both had extremely bad press, to the extent that it's impossible to say how good or bad their reigns really were.

Domitian seems to have been quite a good Emperor who earned a poor reputation for being an enemy of the Senate.

And Constantine I? Why is he on here?

I'd personally go with Honorius, as he largely sat by while the Empire crumbled around him. Tiberius and Valentinian sat around too, but in the former's case the Empire wasn't in a crisis and in the latter's case the situation was already hopeless.
