I think the problem was more along the lines of there not being anything in Alba worth taking over.

There's actually a long list of places the Romans weren't able to conquer; the reasons seem to have been more logistic than strictly military. Up to some point (let say after Trajan) the Imperial borders were so huge that there were virtually always multiple fronts for fighting. That's what Edward Luttwak explains as the change from the first (offensive) to the second phase (defensive).

Well, with Roman attempts to take over Alba, you would have to calculate the tipping point. On one hand, you have more barbarian tough guys that are always a pain to handle, on the other hand, what is there to gain? It becomes simple cost-benefit economics. It isn't like the Romans never faced crazy, bellowing, naked warriors charging at them in an incohesive fashion before, and schwacked them, right?

Actually, we can make a more objective list on actual unconquered Roman neighbors, like let say Persia, Germania, Arabia, Caledonia and so on.
