I am asking if music history is an important subject as part of a music course in education.

In schools, music is something extra added to the curriculum so kids
have something to do; similar to sports. With tighter school budgets
it is always in line to be cut like any other program. But, if one is
going to be into music, then knowing the historical background of their
subject, is paramount.

Music is an integral part of society and as such reflects that contemporary society.
I'll give one example. In the 19th century there arose a new form of music, the subscription concert and famous soloists. Before this time so called classical music had been in the hands of the wealthy. It was they who supported composers and orchestras and soloists did not exist.
So it was the rise of the middle classes who could afford to attend public concerts that fundamentally changed one form of music. The same period saw the rise of the popular song through the advent of the music hall, the concert of the working class.

Important? With the time and money constraints schools have, I can think of more important subjects. As a topic/module for those who study 'music' or 'history', sure.
