No. As Shadow Dragon said "I generally consider all the tribes that originated from the Russian steppe region to be Scythian, since they have a very similar culture and language." Those in Iran migrated from Central Asia.

They might hv come out of the Russo-Ukrainian steppes. But they, even at that time, were already Indo-Iranian speaking people, I believe.
