You're ignoring the other word, "caste cum recruitment". My knowledge of Latin is very general and basic, but "cum" in Latin means "with". So Naomasa's statement is likely to mean "it's a caste system with recruitment".

Yes, as Thegn pointed out, it's Latin for "with", as in "He graduated summa cum laude", meaning "He graduated with highest honour".

It's usually used in English to mean "with elements of", or "with the characteristics of". "It's a car cum boat", for example.
