The greatest English/British monarch.

Elizabeth I is often cited, but my personal choice is Henry II who ruled England and many fiefs in western France from Normandy to Aquitaine. Another choice might be William I. I personally think Henry VIII is overrated. He only ruled part of an island when Charles V of Hapsberg ruled much of Europe outside of France, not to mention his vast empire in the New World

I don't know how to rate monarchs after the English Civil War since their powers were steadily reduced. I think they should be ratable in some way, but I'm open to suggestions. If it's how well they performed within the constraints of the constitution one might say Elizabeth II did her job well. She actually remained publicly apolitical over the longest reign in English/British history and preserved the dignity of the monarchy at least in her personal behavior. (Also she could service her own cars).

I'm not submitting this to a poll. I would prefer a discussion.

Would you say that Edward I might rival Edward III as being more of a warrior?

Edward 1st was also a strong war leader though I know less about him than Edward III so I'd not be confident in my opinions but to my mind he beat the Welsh but was less successful against the Scots and left a right mess for his son to deal with.

I guess I was also taking into consideration his time spent Crusading. But maybe his campaign in the Holy Land wasn't too noteworthy, idk for sure.
