Who ruled the German Empire? Bismarck or Wilhelm I


Don't take the question to serious since it is obvious that Kaiser Wilhelm I was the head of state, but it often seems Wilhelm was somewhat the tool for Bismarck to get his plans trough. Of course the two were great friends, but how was the reality? Who in the end made the decissions good old Kaiser Wilhelm or Bismarck?

It is, on the contrary, quite a serious question. Despite Wilhelm's official position and occasional displays of independence, he was ultimately rather weak, and fell prey numerous times to Bismarck's childish antics. The latter, while one might hesitate just short of the ambiguous "rule", certainly came very close to it.

So in some way you say Wilhelm II was stronger minded then his grandfather?

But of course. He was stubborn all right, if not as much as Bismarck had and could be.
