Were Estonia and Latvia in an Alliance prior to WW2 ?

I play this WW2 simulation game (Hearts of Iron 2 ) and every time, I notice that Estonia and Latvia are always allies! (Even before the game started).

So I'm wondering if this is real or just a fun thing added to the game. Were the Estonians and Latvians in a military alliance ?

I'm more of an EUIII fan myself.

Love that Divine Wind expansion.

But sorry, can't answer the question unfortunately.

Actually they weren't direct allies, only one treaty was signed but that meant prety much nothing. They wanted to make "The Baltic Union" with Lithuania, Poland and Finland, but the idea remained just a dream.

Latvia and Estonia were military allies in the last stages of WWI, i.e. 20 years before WWII.

There was not much of military cooperation before the WWII. During the war Latvia and Estonia did not exist as the states, because in 1940 Stalin occupied them and in 1941 came Hitler and treated the whole region as Ostland.
