I am amazed that no one has mentioned Emperor Calgiua yet (who I have been led to believe was so mad as to be comparable to the Mad Hatter)

[ame="http://www.youtube.com/watch?v=XNwLDsOcG_0"]and may also have suffered from multiple personality syndrome[/ame]

Ailurophobia

Fear of Cats. Famous persons like Augustus Caesar, Roman Emperor Julius Caesar, Alexander the Great, French General Napoleon Bonaparte, King Henry III of France and Italian Dictator Benito Mussolini have this fear.
Howard Hughes – Mysophobia, fear of germs
Toward the end of his life, he lay naked in bed in darkened hotel rooms in what he considered a germ-free zone. He wore tissue boxes on his feet to protect them.

Billy Bob Thornton I don’t usually like to give details on “celebrities” but BBT’s are so interesting that I couldn’t help myself..

Has a variety of phobias. Antiques (anything before 1950 or so), Benjamin Disraeli's hair, dust, castles, germs, Komodo dragons, clowns (Clourophobia, fear or clowns), flying and certain silverware, ("I can use silverware from Sears, but not real silverware, like that heavy, ornate, clunky stuff. Same with plates. I can't use those fancy ones with the flowers on it and everything - no way. Sometimes at home I just eat off of paper plates with plastic forks and knives.").

In addition to stuttering, Claudius suffered from intense headaches and stomachaches, and tended to drool at particularly bad moments.

As Welsh History Buff said above, Caligula definitely deserves mention here; he was terrified of crowds and thunderstorms, yet also had arguments with statues and had a sexual fetish for his sister Drusilla, and was infamous for his random and unprovoked maliciousness towards his fellowmen.

Caracalla was another psychopathic butcher; his nephew Elagabalus was famous for his cross-dressing tendencies and plans to eventually emasculate himself.

Isaac Newton is said to have suffered from OCD, so badly in fact, that it would take him hours to get out of bed in the morning due to all the rituals he had to perform.

Another one on Napoleon Bonaparte - the great "man of the revolution" was terrified of large crowds. He could stand at the head of his men facing a large army and not even blink, let alone flinch, but a large crowd of civilians was enough to have him break out in a sweat.

Gaius Julius Caesar seems to have been the original cleanliness fanatic. He always kept himself completely hairless below the neck through plucking, and such was his passion for hygiene that wherever he went on campaign he had carried genuine floors to be laid down and his tent erected on each night.

Gneghis Khan had a notorious fear of dogs.

Can I ask if you actually clicked on that link? That came from the comedy history series "Horrible Histories" and is one of several that lists Caligua's rants (including the time he attacked Posiedon)
