1. Joseph Stalin
2. Adolph Hitler
3. Timur
4. Attila the Hun
5. Mao Zedong
6. Pol Pot
7. Vlad the impaler
8.Caligula
9. Qin Shi Huang
10. Ashurbanipal

For Stalin and Hitler, no explanations needed. Timur and Attila were two psychopathic raiders who killed freely without having any goal whatsoever. Mao was the Chinese Stalin, Pol Pot massacred one fifth of his own population in 3 years, Caligula was an enemy of mankind(much more so than Caracalla), Vlad the Impaler was just wrong, Qin Shi Huang did not care to have thousands of men killed for his projects and Ashurbanipal was just way too cruel.

Since I know more about 20th century history than that of any other century I shall select ten 20th century villains.

1. Adolf Hitler
2. Hideki Tojo
3. Mao Tse Tung
4. Josef Stalin
5. Heinrich Himmler
6. Pol Pot
7. Francisco Franco
8. Saddam Hussein
9. Benito Mussolini
10. Lavrenti Beria

And although she didn`t actually slaughter enough people to make it into my top ten, as a Briton I would like to give a special mention to the greatest British villain of the 20th century -

Margaret Thatcher.
