Living in the center of Paris, it comes to no surprise to me that France is the most visited country in the world.
And to those who complain about the French not speaking English to you, would you speak French to them when they visit you ? Probably not. When I visit a foreign country, I download a dictionary on my tablet and try to memorise some basic sentences.
You must understand that currently, the greatest number of foreign tourists in France is not from the US or Britain, it's from China and Japan. And the Chinese do NOT speak English is my experience. So should all the Parisians learn Chinese ? And if tomorrow we receive a large influx of Russians, should we start learning to write in Cyrilic ? When I go to Turkey, Finland or Brasil, I don't expect people to know my languages (okay actually I do and in most cases, someone can either speak French, Italian or English, but still).
And in the end, one must also take into account that until very recently, languages were taught incredibly badly in France, so if French people don't seem to understand English, well, maybe they actually can't. Never expect everyone to understand your language in a foreign country.
