I'd read about this in one of my military history magazines around 10 yrs ago in connection with a near incident in the Samoa between German and US naval vessels in 1889

A pre WW1 attack on New York might make a good theme for a book.

But one thing to remember is that military planners make plans. The USA (for example) will have people planning for all sorts of odd happenings (all the time), just in case. Such theoretical exercises probably provide good training for the planning for real things that are going to happen. Yet if you went to the media with "the USA plan to invade southern Spain to keep the straights open" it would cause a big stir......... even though there are no plans for such a thing.

Yeh, there was a thread before about how between WWI and WWII the US had plans for a war with Britain, assuming a war in Canada. It was one of many US contingency plans in that period. There was one for a a war with Mexico and intervention in unrest in Mexico; a war in Iceland; a war in some Latin American Country; rebellion in the Phillippines; Japanese invasion of the Phillippines and war with Japan (this was actually used); and and Germany takes over France and goes to war with US over France's western hemisphere territories.
