It probably began when Homo sapien met Neandertal....

Seriously tho. Could you be more specific with your question.
For instance are we talking about self inflicted population control such as contaceptives ? or external forces inflicting culling or even genocide upon populations?

Well... Im talking about ideas like "there is such thing as a King or an Emperor, and we should all work for him so that he lives in a huge palace" kind of control.

Okay.
It probably started about 12 thousand years ago when we stopped being hunter getherers and started living in permanent settlements. I'm thinking Neolithithic agricutural revolution here...

So you think all social hierarchy/organization started with Agriculture?

No. Even hunter gatherer societies usually have a chief.

I've no doubt there have been some real bossy soandso's since the dawn of time, but bear in mind here that hunter gatherer societies/tribes are small scale compared to agricultural communities. Perhaps a difference of 300 to 3,000 members.
In H/G societies, every member of the tribe is involved in the food gathering process whereas in agricultural societie, which have many more members, the labour force is divided and managed. only a percentage of the population are involved in food production which means some of the population can be craftsmen or warriors on a full time basis.

We're getting into the area of specialization and population management now.
