East Prussian christians during third reich

In Hans Rothfels book "The German opposition to Hitler" he says that the Gauleiter of east prussia warned the party against a policy that would have driven the local protestant peasants into open revolt, and so the party did not put through the policy. Does anyone have any idea what this policy might have been?
