Roma "gypsy" assimilation into English society, 1562


I am having no luck figuring out how the Romani gypsies were expected to assimilate into English society after the act of 1562 was passed. It says they were expected to give up their godless, nomadic lifestyle and assimilate, but how were they to buy land? homes?
I need to know how this works.
If a Roma, roaming the woods and tinkering for a living, learns he can legally join English society by assimilating, what is his first move?

Are you sure they are roma gypsies and not irish travelers?

They could try joining one of the guilds, like the town based tradesmen did at the time. Failing that they could have formed their own guild.
IMO the 1562 addendum to the previous acts was merely an attempt to justify the ongoing persecution.

The 1562 law specifically refers to Romani born in England or Wales.

i guess looking for a job as a hired laborer in the agricultural sector, or if they have the skills then as an apprentice for some craftsmen. These don't need a capital , don't have to buy a land or house for it (how many English owned land and house?) as these jobs included some sort of accomodation and food with them, in worser case only got these as a payment and no cash at all.
