Does something really count as a war if nobody was killed?

Only came across this recently but I found it fairly amusing.

The War of the Conch republic- on April 23rd 1982 the Florida Keys seceded from the United States and the Mayor Dennis Wardlow promptly declared war on the United States. After only one minute of rebellion the Conch Republic surrendered and applied for $1 billion in foreign aid to reportedly rebuild their city after a "federal siege".

Did they managed to get $1 billion for "rebuilding"?. If so, then Mayor is a genius.

I don't know about that but I did find out their motto which is simply brilliant:
-"We secede where others fail".

I had forgotten to mention The Toyota War between Chad and Libya in the 1980s IIRC. I'll look for a link shortly.

So called because the troops in Chad road into battle in Toyota land rovers which in the sandy environment easily out maneuvered the ponderous Libyan armored vehicles.

The Libyans took some seriously heavy losses IIRC
