No, I mean they were already about out of trained pilots at that point. At the beginning of the war Japan had a corp of highly skilled pilots.

Hmmm. My understanding was that they did have well trained pilots prior to the Kamikaze initiative. The best ones signed up and had good success. But you can only be a successful kamikaze once. This quickly depleated their well trained pilots.

No, the Kamikaze program came in as the pool of trained pilots shrank to about nothing.
