Why did Rwanda and Uganda start fighting in 2000?

In the Rwandan Civil War and the First Congo War, Uganda and Rwanda were allies. Rwandan Patriotic Front was even stationed in Uganda and used the country to launch attacks into Rwanda. In the Second Congo War, Uganda and Rwanda cooperated at the start, but in 1999-2000 there were numerous clashes between Rwandan and Ugandan forces in Kisangani region. So what caused this fighting? Were they fighting for territory or something else?

From what I can still remember, the reason behind the tension between them was because both have different goals in the war. The Tutsi-led Rwanda wants to make sure the remnant of Hutu militas in Congo are completely eradicated by deposing Congolese president at that time (Laurent Kabila).

That's why when there is a peace meeting in Libya, Rwanda declines the invitation, while Uganda accepts it. Rwanda also dislikes Ugandan army's increasingly strong presence in strategic town Kisangani. And both of them support different proxy groups in the war (Rwanda supports RCD / later RCD-Goma, while Uganda supports RCD-Kisangani & MLC).

Fighting Hutu militias was only a cover for imperialism/economic warfare in Congo. Rwanda and Uganda ended up becoming rivals for the same spoils of war, which is why they clashed.

They were backing competing groups that did not get along, and both wanted diamond resources. While the war started on the initiative of Pual Kagame who raised fears in burundi and uganda as well as his own country of the interahamwe being armed across the border, the interhamwe quickly became a sidenote and Tutsi-backed rebels and their backers started competing for coal tan mines. At the time of the clashes the Kabila government was already pushed back to a small strip of territory and irrelevant.
