Has Afghanistan been an Islamic nation ever since its political beginning in 1709?

Yes, in fact being hardcore Sunnis that may also have played a role in the Hotaki rebellion against Shia Iran. However their code of honour Pashtunwali plays an important role in their society as well.

Well before the country we know today existed, Afganistan was extremely buddhist. All the relics have been destroied by the Taliban unfortunatly.

The Kalash of Chitral still practise the religion that the Nuristanis on the other side of the border practised before their conversion to Islam.

The right for women to vote was even enacted in Afghanistan before the US.

The initial Sunni rebellion against Iran was by hardcore Islamists, so the Durrani Empire from 1747-1823 was Islamic.
An Emirate is by definition an Islamic state, so from 1823-1926 is was an Islamic state.
The Kingdom from 1926-1973 had Islam as the official religion.
The Republic 1973-1978 had Islam as the official religion.
Democratic Republic of Afghanistan aka Communist Afghanistan had state atheism since it was communist up until 1987, and in its final 5 years it had Islam as the state religion.
From 1992-2001 it was the Islamic State of Afghanistan run by the Taliban.
From 1992-1996 parts of the country which were still Taliban ruled were ruled by the Islamic emirate of Afghanistan, while others were run by the current government, the Islamic Republic of Afghanistan.
So yeah, aside from the 9 years it was an atheistic communist state, Afghanistan was always an Islamic state.

The country did not exist pre 18th century . It was never known as "Afghanistan" .
