HAARP Weather Weapons

Should man be allowed to alter the weather? If HAARP can cause mega quakes or deadly hurricanes then shouldn't that be considered a weapon of mass destruction?

Be nice if we could schedule rain for places that need it, when in drought, and away from areas in flood.

It can't, it's an array for taking measurements from the atmosphere.
Seriously, with flood, fires, and droughts it seems America would be punching itself in the face.
Not that the GOP has a problem shooting itself in the foot.

We already do that, and we have been doing it for centuries. Simply reclaiming a large territory or cutting wide extensions of forest our ancestors changed local weather [Romans did it all around Europe].

Moreover, the construction of giant dams with the generation of large lakes change even local climate.

Assuan in Egypt had a certain effect on local weather, but in China they are realizing that the last enormous dam with its lake is affecting the climate in a sensitive way in that area.

If that would be true ... US would have already used it to destroy Iranian nuclear facilities ...

So or it's not so accurate yet, or HAARP is exactly an other thing. As I suppose it's more connected with radar and electromagnetic control [active control, involving communication] at a certain level of the atmosphere.
