militarily there is more than one type of intervention. Small to mid scale surgical strikes to assist an ally can pay dividends, but if you mean invasion, recent events in Iraq and Afghanistan seem to caution against such moves.
In relation to humanitarian matters intervention can again mean anything from blankets to invasion.

Since you only included polar opposites, then I abstain from voting. I would propose a third option-Sometimes the lesser of two evils.

Why not evaluate it on a case-by-case basis, rather than trying to make a blanket statement?
