Heroin is an extremely dangerous drug that should be banned. Not only is it very harmful, it is also much easier to enforce a ban on these sorts of drugs, as they cannot be grown anywhere and often have to be imported.
I'm not so sure how I feel about decriminalization of all drugs. If Heroin really can be effectively banned and kept off the streets, then I'm all for it.

If we ever get a sensible policy on the less harmful drugs and it can be shown that more concentrated police efforts alongside credible drug education can do the trick, then making it legal would be indefensible.

I wouldn't say it is flooding. There are considerable quantities, sure. But it is not socially pervasive or ubiquitous in the way cannabis is.

True. But suburban high-school kids do not perceive heroin as the sinister inner-city drug that it used to be. The purity level of a bag in the 1970's was below 10%, hence the name "junk." In the 1990's purity levels went up to between 75-90%, at least in the NYC and north Jersey metro area, allowing for the drug to be sniffed instead of injected. The price of a bag also dropped from around $20 to between $5 and $10 a bag. It was then that heroin moved out of the inner-city garbage strewn alley and found its way to the suburbs. Though it is not an epidemic, heroin use amongst suburban high-school age adolescents has increased since the early 1990's. It is often an ingredient in Ecstasy pills, also. Heroin importers have succesfully introduced and marketed their product to suburban America.
