Well, having some choices to vote on would be nice.
Most powerful empire that ever existed? That would be the Roman Empire at the height of its power.
It was a gigantic empire, with a extended military might.

I'd choose Ancient Greece, their influence even on today's world is enormous. Philosophy, political and economical systems, literature, many cultural inventions, language. It was virtually the most powerful brain of the world that history ever seen, even Romans appreciated it, borrowing everything from Greece. Ancient Greece was an Empire of Ideas and Culture.

the largest the world has ever seen and I believe that at its height a third of the world's population was under British rule

I vote for Third Reich
Some 57 % of world population was by november 1941 under Germany's rule.
In one and half year Germany controled Europe ,aiming to unification of Europe.
Had the most profesional and powerful soldiers in the world.In science and technology Germany was number 1.

German manpower including occupied Europe and its satellites (Japan excluded) was roughly 300 million + 100 million Soviet citizens occupied by November 1941. 300 + 100 = 400 (with Japan 470).
400 < 517. And I estimated only China. Population of India for instance was 370 million, population of the US 131 million, Brazil - 40 million and so on.
