Well, Boudicca was ethnically a lot closer to the Scots than she was to the English, so no particular kinship there. And they both absolutely sucked as generals, so...

They're both terrible generals but I'd say Boudicca as she had more sucess than William Wallace.

I don't think they were terrible generals so much as largely untested generals...
That said, Wallace wins by a long shot due to the progression of weapons technology and tactics in the past 1200 years.

Assuming both have the same weapons etc.
