What if the United States had won the Vietnam War, and re-united South Vietnam and North Vietnam, or fought them to a draw. Would the Khmer Rouge rise to power in Cambodia or Pathet Lao in Laos?

The outcome would still be the same: A lot of lives wasted with no gain. Vietnam would still be a dictatorship (though now ruled by the South Vietnamese military rather than the Communists) and the Vietcong would remain a threat. As soon as America left the insurgency would start again, as will happen in Iraq, and relations with the Russians and Chinese would deteriorate even more.

If the US continued to supply South Vietnam with the aid the US was supposed to, and provide air support, South Vietnam probably could have resisted the North. Plus, if S Vietnam could hold out long enough for the Sino-Soviet split to kick in, North Vietnam loses its direct link to her Soviet suppliers.
You'd probably see a repeat of South Korea and Republican China, with US economic and military aid being pumped in and an advanced industrial economy forming at the same pace as Japan and the four tigers (S Korea and ROC included). The US set up schools and roads during the war and was already putting effort into developing the country during the war. Once the fighting stops after 29, Saigon will end up prospering.
Maybe the communists on mainland China invade the North and turn it into a satellite? I can't the see the US complaining.

We have already been here.
Under the nice standard of the body count, the American revolution was won by the British side.
Maybe someone should go tell any Nazi survivors that the Soviet Union was defeated by them.
