Including Scotland...
Well, there aren't that many are there ?
Best - Elizabeth I
Worst - Mary 1
The only others one I can think of are Victoria, Mary II*,Anne, Mary Queen of Scots (S), Margaret (S) and Elizabeth II

If you're only including Queen regnants from England/Scotland, no, there's aren't that many. But of course there are many other countries outside England and Scotland. Why include Scotland but not all of the other countries out there?

Because she was not regnant, she was a consort. And if we open it up into consorts... there's a lot more women to consider.

Since you didn't specify the British isles, this opens up a tremendous number of women in History. You might wish to leave this post as is and create a new one with such British specificity. Also include a poll of the great female monarchs of the British Isles. Elizabeth I of England definitely is a top contender. This "Virgin Queen" essentially began the processes that created the Btitish Empire. Arguably the largest in history. However, there is also Catherine the Great of Russia, Zenobia of Palmyra, Eleanor of Aquataine, Joan of Arc, Cleopatra and Queen Hapshetsut of Egypt as well as Nefertiti. Also, Victoria of Great Britain, Boudicea of the Celts and the women rulers in parts of Asia or Africa not generally known in the west. Even some in the Americas. And although there has never been a "queen" so to speak, there have been very powerful women in American History. Mrs. Wilson, the wife of President Wilson, was reputedly the acting President of the US for quite some time. There is also Pope Joan, who is said to have been the only female Pope.
However, these forums have made me realize how Eurocentric most of history has been that is reported in the west up to the modern era. So if anyone has any candidates from the rest of the world, please offer up this input.

Mary is always the easy and convenient answer, not sure if she really deserves the crown of worst Queen though, execute some 287 people and thats all you are remembered, or damned for.

I would say our current Queen, Elizabeth II, is the best we've ever had. If she isn't the best then she's definitely right up there.

Does Empress Matlida (Maude) count as a Queen regnant? I don't think she was ever technically crowned.
