What if Bush had named McCain as his vice-President in 2000?

If Bush had made John McCain his VP in 2000, things would have been a little different. As we all know, Cheney has probably been the most influential/powerful Vice President in recent history, if not ever. I have a feeling that if McCain had become VP in 2000, there would have been a bigger balance between the President and his deputy, seeing as Cheney served as that voice inside Bush's head telling him to make the punishments to terrorists worse or to never negotiate with the likes of North Korea. I doubt that the War in Iraq would be stopped by this, but maybe the Bush tax cuts? We'd probably see a more moderate Bush. Oh, and I doubt that McCain would have run in 2008 if he had served two terms as Vice President under Bush.
