Its a genius plan.

Make the moon radioactive, mine radioactive cheese, feed the cheese to friendly American mice, radioactive mice attack USSR (probably with radioactive superpowers), USA is left blameless. Then, as a show of goodwill to the USSR citizens, parachute lots of cats in to deal with the mice. Hey presto; no more cold war & America has saved the world from radioactive mice with their superpowers.
