What other admiral created three modern navies (Greek, Brazilian and Chilean)? What other admiral was kicked out of the navy, jailed for fraud, stripped of his knighthood, got everything back, and became the highest ranked admiral in the navy which kicked him out?
That's apart from his abilities in combat and his innovations in naval shipping....

But the RN isn't the only navy in which he reached Admiral......

Nelson was not amused.

He only achieved Admiral in the RN after being reinstated after being 'falsely' implicated in a fraud by a 'wicked uncle' (his life does really read like an action novel) in the meantime he commanded (therefore an Admiral?) revolutionary navies across the world, with considerable success.
Your correct his best days were behind him and it was a peacetime navy so not much chance of 'glory/action'.
I believe he had been given the command of the American station in 1812 with a force of large 'new' warships to deal with the USN just as peace had been signed. Now that would have been interesting!
Think I have to go with Nelson with honourable mentions to Cochrane and Cunningham.
