Achaemenids were much weaker than Athens, IMO. But in 400BC Sparta was in charge. So Sparta is the most powerful state in 400BC.

I'd say that in 500BC - Athens, 450BC - Athens, 400BC - Sparta, 370BC - Thebes.

I agree that Athens and Sparta were powerful, but I think that your point of view is too eurocentric. There were other powerful civilisations, such as Persia, India, and ancient China.

Disagree about 1600-1700. Spain was the most powerful about half of that time, then came France.

I also disagree about Achaemenids. They were pretty weak when you think about it.
