No. The soldiers are not prepared and the people walk voluntarily there. Off course it could be that the people don't really know that they are human shields and that there is no great danger to the soldiers.

Perhaps they are under great stress, maybe not. People under stress almost always look calm and not like one would expect; freaking out etc.
Who can tell what is going on. Most people fall in line when surrounded by guns and simply carry on.

I don't think, that these soldiers use the civilians as human shields during an approach or attack. But nevertheless I suppose, that the civilians serve as human shields to avoid attacks on the unit.

I wasnt going to comment as per OP but it seems everyone has started without me

If they were human shields for land mines that man on the left of the picture has missed the point, he should be behind them.

If they want to protect the vehicles they'd be better off having a few civilians riding on top of the vehicles, command wire explosive charges work well. You can let the civilians pass by and then either detonate the charge under the rear vehicles or hit them with RPGs.

The soldiers are way to be relaxed to be in actual combat or even in a danger zone so I say no.
