Although not considered a General I think Arminius' little surprise for Varus in the Teutoberg forest was a classic example of the art of the ambush.

Hannibal did it nicely at Lake Trasimene.

The Afrika Corps tanks regularly 'ran for it' to lead the British tanks unto a line of hidden 88's that picked them off at long range.

Not sure if the best but Andrés Avelino Cáceres, "the warlock of the Andes" or "the wizard of the Andes", defeated larger more powerful armies with ambushes of this type...

I'm not sure if we can determine a best, but many Native American tribes were known for their art of ambush.

Here is a New York Times article from 1885 that describes an Apache ambush on a group of regulars.
