I voted for Caesar, he was a WINNER. Napoleon was one of the biggest LOSERS in European history. Virtually everything he touched he LOST........
Alexander was an impulsive meglomaniac who seemed to conquer just for the sake of it.

At some points, these poleis were arguably stronger than those in the Greek mainland.
