More Belisarius conquests or no, The Eastern Roman Empire was still going bankrupt because of Justinian's heavy spendings.

Haven taken out the Vandals and the Ostrogoths, perhaps he would have moved against the Visigoths in Hispanica?

The Eastern Empire did in fact send a force to Spain, ostensibly to support an eventually succssful Visigothic claimant to the throne, Athanagild; but it kept its conquests for the Empire, establishing a Spanish province of uncertain extent. An account of this unfamiliar episode can be found in Bury's History of the Later Roman Empire, vol.2, p.286-288.

Justinian was pretty successful in spite of his distrust of Belisarius, but the Empire was already over-extended, and there would have been little point in trying to extend its conquests any further (even the Spanish episode was rather pointless).
