Who is the least memorable president?

Chester Arthur probably isn't well known, but I have a personal soft spot for his presidency. The only president who managed to never make too many enemies regardless of what he did, didn't break anything he shouldn't have, and kept the country the same way he found it. He was the first president who started the ball rolling on making civil service far less corrupt. Maybe he didn't do anything too memorable, but he managed to keep the peace during his tenure. My personal ideal for the ideal politician.

I would also say that the majority of people, who can get away with it, don't really concern themselves with the presidency or history. Particularly if it occurred before their lifetime and the connection to the present day is not as prevalent as other presidents.

I wouldn't say a hiccup of history. He continued the arms control path. He campaigned and governed from the center (right of center) as Carter also campaigned from more or less the center. Continued down the path of legislation that came before, in my view tried to follow a consensus.

He was a President of the US in modern times. So he was incredibly influential If your point is well he was in just 2 1/2 years, well, that is something of a circular argument.
