The moving up and down and from side to side is common to so many sightings, even of objects at close range; it's like the 15 degree cant many have when stationary. same technology is why. '
One book, an old one by Binder IIRC, likened the movement to a falling leaf. But it was been associated with UFOs in apparent distress.

I’m not sure if the movement at Nellis was the same as that reported in works I’ve seen. That thing moved around not just back and forth or from side to side. The book mentions cases in which such movement appeared indicative of a stricken craft.

Right, it's different from the fluttering "falling leaf" motion. Others have noticed this stuff too!:
UFOs and 'falling leaf' or pendulum motion.
