I chose to interpret "best" as having had the most impact. I thus voted for LBJ. All of the Civil Rights and Great Society legislation (e.g. Medicare, Food Stamps, etc.) came about in large part due to his efforts. These programs are all part of the bureaucratic and political landscapes now. The Vietnam War was escalated during his administration, with disastrous consequences.

Someone said Nixon, interesting.

I'll go with Reagan. I don't think I need to explain why at this point. I've made it clear where I stand politically in other threads, maybe a little to clear. With what is goeing on in Washington (blame squarely on both sides I might add) it begins to seem a little tiring. Even if you disagree with him, I think all of us wish Reagan was back.

From what i have read, Kennedy didn't have much of an interest in the civil rights issues of the day. As i understand it, it was more of a combined bi-partisan legislative effort than it ever was a Presidential one.
