Didn't President Lincoln himself acknowledge the importance of the border states by not freeing the slaves in these states in the Emancipation Proclamation?
Yes, but then at the same time as he encourages the Southern slaves to free themselves by issuing his Emancipation Proclamation, he is also pursuing a plan of compensated emancipation with the border states.

Well New York City threatened to become a free city because a great deal of southern cotton was exported and processed in NYC. So it was just NYC not the whole state. But the whole of NY succeding would make a great Tutledove book. LOL
Yes, Northern businessmen (including financiers, shippers, textile mill owners, etc.) made 38 cents on the dollar of all the monies to be made off Southern cotton.
