You should check Harry Turtledove's works. Your alternative universe scenario looks like a cross between 'Agent of Byzantium' and 'Gunpowder empire'.

EDIT: Basically Belisarius & Narses would be second and third Alexander on steroids.

Byzantine ****. Justinian conquers the old borders of the Roman Empire and can probably stretch as far as Tibet, given how no other culture can match his new weapons. It's only a matter of time until he either finds a way to make more bullets or he'll lose the advantage.

The manuals tell the Eastern Romans how to make the weapons and ammo as well as identify the materials needed

In that case, the Byzantines stand a good chance of conquering most of the known world at the time, at least until the secrets to gunpowder start leaking out.

I know that Persia and Ireland are screwed

But how about China, could they steal the technology and equip their armies before the Romans reach them?

What effect would this have on Christianity, Judaism and Islam?

How would this affect technological progression and the economy of Europe and the Middle-East?

All this required the oxygen controlled blast furnace, that could afford pig iron at economical scale. Another thing required would be the steam pump. To pump out water so the old Roman mines, could be taken to deeper levels.
