Could've Wellington Won at Waterloo Without the Prussians?

Pretty much what the title says. I am aware that Wellington counted on the Prussian arrival to win but let's say that the Prussians don't arrive on time or are driven away after Ligny. Could've Wellington won without the Prussian reinforcements? If so, would the consequence of this victory be the same as it was in real life, pretty much ending major military action or would there still be another battle after?
