Did any Zionists ever advocate a Jewish state somewhere in Eastern Europe?

Edit: Further investigation has shown some credibility to that map. The populations however were too scattered to be able to form a state. Only by mass migration to a certain region could a Jewish state in eastern Europe be plausible.
Yes, that map does appear to be credible. The Jewish percentage did exceed 10% and even 15% in some parts of the Pale of Settlement.

Also, in addition to mass migration to a certain area, there is the option of simply having much more children than the rest of the population has in order to increase the Jewish percentage of the total population. Interestingly enough, nowadays Israel has a much higher total fertility rate than European countries have. Had Jews in the Pale of Settlement had a much higher total fertility rate than their non-Jewish neighbors had, then their share of the total population in the Pale of Settlement would have rapidly increased.

Given the political climate of the time, a jewish state in eastern Europe would have been annihilated by its neighbors almost immediately. Poland, Russia, Germany and others wouldn't be willing to lose the territory.

What exactly are they going to do with the Jews if the Jewish % is going to be very high, though?

Either nothing or possibly ethnic cleansing. Poland just before ww2 was already becoming very anti-semetic in reaction to the large jewish population. Stalin had his own methods as well.
I was talking about in a scenario where the World Wars never occur.

Where exactly are the Jews going to be ethnically cleansed to? Is the Russian Tsar going to open up a nice chunk of Siberia or Central Asia and forcibly settle the Jews there?

In a reality where the world wars didn't happen, Russia probably wouldn't care, they could pit the jews and poles against each other. If that didn't work then yes, deport them to Siberia or central asia (the soviets did this in real life). Austria-Hungary also probably wouldn't care, if there were enough of them just give them their own region. Germany probably wouldn't care as the jews would lower the polish %.

Can a Jewish region within A-H become an independent Jewish state if A-H will ever collapse and break up?

Also, I would think that a mass deportation of Russian Jews to Siberia and/or Central Asia is going to make them flee en masse to the West--such as to the US (which had open borders for Europeans until World War I).
