Did the US Census Bureau ever seriously consider putting a racial or ethnic category on the US Census and then back away from this?

The fact that the US Census Bureau recently rejected a proposal to add a Middle Eastern and North African (MENA) category to the 2020 US Census made me wonder about this: Was there ever anything similar to this in the history of the US Census? Specifically, with a racial or ethnic category being proposed for the US Census and ultimately being rejected. Or is this the first time that this has actually happened?
