An interesting article on Fritz Fischer, the main proponent of the idea that Germany sealed Europe's fate for a massive war at the December 1912 War Council meeting. I did not realize the furor Fischer caused when he first proposed this in Germany in 1967. Maybe some of European posters recall this. Anyway, the article states that Fischer's evidence came from files he was able to review in Potsdam in the 1950s.

AFAIK, Fischer's wasn't and still isn't universally accepted.
