The governaments of F. Roosevelt and also Harry Truman were heavily penetrated by Soviet spies working for Stalin and international communism and also with sympathizers of this totalitarian regime. They were not just giving informations to Soviets but were also influencing USA foreign policy in a way suitable for Stalin. Roosevelt himself was following a position of lord Keynes that laissez faire capitalism is dead and some kind of governament planning is needed in economy. This is important becaue that made his administration more vulnerable for Soviets and their manipulations. This part of USA history is still not well known and we still do not know all the details. Under brave senator Joe MacCarthy USA the purge of USA administration really started. That was only under republican president D. Eisenhower. The influence of Soviet spies and sympathizers of communism likely caused that China felt under communism of Mao. Mao and Stalin together soon decided to start a war in Korea where international communism was stopped by joint UN efforts.

Already during WW2 Churchill was surprised many times by American foreign policy which was in many cases pro-soviet. For example Churchill in his memoires of WW2 is writting how much USA administration was against his intervention in Greece in December 1944 when the British saved this country from communism.

Today we know from Soviet archives that indeed Soviet spies were placed very high in the administration of Roosevelt.

Recent scholarship has concluded that Venona project codename Zamestitel (English translation, "Deputy"), is Harry Hopkins. Eduard Mark, historian at the United States Air Force Academy, builds a case that if Zamestitel is Henry Wallace, as some have hypothesized, than agent 19 at the Trident conference is Hopkins. Mark argues on the basis of a close reading of the attendance records of the Trident conference and other evidence that he located that the most likely Deputy (Zamestitel) was Wallace and Source no. 19 was Hopkins. Source no. 19 was very highly placed in as much as he was asked to join a private conversation with President Roosevelt and Prime Minister Churchill. Source no. 19 reported on a private conversation he had with Roosevelt and Churchill during the just ended 'Trident' conference of the two Allied powers in Washington. Source no. 19 reported on Churchill's views on why a 1943 Anglo-American invasion of continental Europe was inadvisable. The message also reported that Zamestitel supported a second-front and that it appeared that Roosevelt had been keeping Zamestitel in the dark about "important military decisions." The message, from the New York KGB office to Moscow, is signed by the KGB illegal officer, Iskhak Akhmerov. It states "19 reports that Kapitan [Roosevelt] and Kaban [Churchill], during conversations in the Country [USA], invited 19 to join them and Zamestitel." In the 1960s, Akhmerov professed at a secret meeting of Soviet intelligence officers that Harry Hopkins was "the most important of all Soviet wartime agents in the United States."

Lauchlin Currie - Wikipedia

The man who was for a very long time responsible for China relations Lauchlin Currie was also a Soviet agent. It is indeed very strange how USA governament would not see the real danger of Mao and communists of China if they were not mislead somehow. They started with their purges already in 1930/31 ( 186.000 killed for political reasons in Jiangxi ) and later were responsible for more deaths than Hitler in Europe.

After the war, Currie was one of those blamed for losing China to the control of Communists. As far back as 1939, Currie had been identified by Communist defector Whittaker Chambers in a meeting with Roosevelt security chief Adolf Berle, as a Soviet agent. Elizabeth Bentley, like Chambers, a former Soviet espionage agent, later claimed in Congressional testimony in 1948 that Currie and Harry Dexter White had been part of the Silvermaster ring. Though she had never met Currie and White personally, Bentley testified to receiving information through cutouts (couriers) who were other Washington economists (later determined to be Soviet agents). White and Currie appeared before the House Committee on Un-American Activities in August 1948 to rebut her charges. White, who was also implicated as a source of Soviet intelligence (later confirmed in Venona intercepts and review of Soviet KGB notes of NKVD official Gaik Ovakimian) had a serious heart problem, and died three days after his appearance at the hearings.

Currie was not prosecuted and in 1949 he was appointed to head the first of the World Bank's comprehensive country surveys in Colombia. After his report was published in Washington in September 1950, he was invited by the Colombian government to return to Bogotá as adviser to a commission established to implement the report's recommendations. In December 1952, Currie gave evidence in New York to a grand jury investigating Owen Lattimore's role in the publication of secret State Department documents in Amerasia magazine.

However, when Currie, as a U.S. citizen, tried to renew his passport in 1954, he was refused, ostensibly on the grounds that he was now residing abroad and married to a Colombian. However, he may have in fact been identified with the then-secret Venona project, which had decrypted wartime Soviet cables where Currie was identified as a source of Soviet intelligence.

He appears in the Venona cables under the cover name 'PAGE', and in Soviet intelligence archives as 'VIM' and as a source for the Golos and Bentley spy networks.

According to John Earl Haynes and Harvey Klehr, evidence that Currie cooperated with Soviet espionage is convincing and substantial.

Historians Allen Weinstein and Christopher Andrew also conclude Currie was a Soviet asset.

If the participants to this discussion will be able to keep it in the field of historical debates, it could become an interesting thread. In Italy, after the fall of the Soviet Union and the lack of interest of the Russian intelligence about keeping Soviet activities secret, we discovered a lot about the relations [also financial] among Italian Communists and Moscow. The Mitrokhin Dossier is a milestone in Italian recent historiography.

In Italy [according to the documents stored by the KGB and revealed in the mentioned dossier] there were Soviet radio stations and even Soviet depots of weaponry. It seems that NATO and USSR had the same concern about Italy: the possibility of a coup. NATO prepared the Stay Beyond structure ["Gladio"], USSR prepared something similar enjoying the support of Italian Communists.

About Soviet activities in Italy, not a few historians presume that they trained red terrorists [Red Brigades]. Personally I would underline that there are no historical direct documented evidences to confirm this. Anyway it's difficult to exclude this possibility.

It's true that Soviet agents successfully penetrated the American government under FDR. However, McCarthy didn't start his campaign until late 1950. By then, the Truman administration had already removed most of the agents identified by Verona.

McCarthy had no insider knowledge of Soviet infiltration. He just made wild accusations based on prejudice and whim.

As a side note, Ike was contemptuous of McCarthy and dropped him when the opportunity presented itself.

Do you have any evidence that McCarthy was given access to the Verona decrypts because the article doesn't supply any?

@Delta 1 Joe MacCharthy was likely supplied from the head of FBI Hoover with some informations about Venona project ( yet there are also suspicions that informations given by Hoover may be also misleading, because he was maybe trying to put pressure on relatives, friends, or close associates of real Venona suspects by threatening to reveal embarrassing information about them in a public forum if they failed to cooperate and reveal what they might have known about someone's else’s activities and associations ) . But he was using also other materials. Like findings of investigators before him.

In June 1947, a Senate Appropriations subcommittee addressed a secret memorandum to Secretary of State George Marshall, calling to his attention a condition that developed and was continuing in the State Department. The memo stated that
“it was evident there was a deliberate, calculated program being carried out not only to protect communist personnel in high places, but to reduce security and intelligence protection to a nullity. On file in the department is a copy of a preliminary report of the FBI on Soviet espionage activities in the United States which involved a large number of State Department employees, some in high official positions.”

Robert E. Lee was the committee’s lead investigator and supervised preparation of the list. The Lee list, also using numbers rather than names, was published in the proceeding of the subcommittee.
The memorandum listed the names of nine State Department officials and said that they were "only a few of the hundreds now employed in varying capacities who are protected and allowed to remain despite the fact that their presence is an obvious hazard to national security." Ten persons were removed from the list by June 24. But from 1947 until McCarthy's Wheeling speech in February 1950, the State Department did not fire one person as a loyalty or security risk. In other branches of the government, however, more than 300 persons were discharged for loyalty reasons alone during the period from 1947 to 1951.Most but not all of Senator McCarthy’s numbered cases were drawn from the “Lee List” or “108 list” of unresolved Department of State security cases compiled by Lee for the House Appropriations Committee in 1947.

On February 7, 1950, three days before McCarthy's acclaimed Wheeling, West Virginia speech, Hoover testified before House Appropriations Committee that counterespionage requires "an objective different from the handling of criminal cases. It is more important to ascertain his contacts, his objectives, his sources of information and his methods of communication" as "arrest and public disclosure are steps to be taken only as a matter of last resort." He concluded that "we can be secure only when we have a full knowledge of the operations of an espionage network, because then we are in a position to render their efforts ineffective."
McCarthy is said to have made the claim, "I have here in my hand a list of 205—a list of names that were made known to the Secretary of State as being members of the Communist Party." The famous "List", as it has come to be known, has always engendered much controversy. The figure of 205 appears to have come from an oral briefing McCarthy had with Hoover regarding espionage suspects the FBI was then investigating. The FBI had discovered on its own five Soviet agents operating in the United States during World War II; defector Elizabeth Bentley further added another 81 known identities of espionage agents; Venona materials had provided the balance, and by the time a full accounting of true name identities was compiled in an FBI memo in 1957, one more subject had been added to the number, now totaling 206
